In 2009, 30 billion dollars was promised for climate
finance, with much of that coming from Japan. In a review of over 300 projects
that came out of that initiative, only Japan provided direct support for coal
plants in Indonesia. (The argument is that they were 'cleaner' coal plants.) It may seem intuitive that the funds were meant for clean
energy, but this incident has highlighted the need for clearer rules and
definitions regarding the Green Climate Fund.
